MESSAGE FROM VICE-PRESIDENT

After completing thirty years in the Department, twenty of those years in the rank of A.D.W., I've seen many changes - some for the better and some for the worse. More than ever, it appears members in the Supervisory ranks are being made the subject of false E.E.O. complaints, in an effort to deflect remissions in their work performance and/or disciplinary charges.

 
As the Vice President, my duties and responsibilities encompass accompanying members to M.E.O. AND E.E.O. interviews, as well as adjudicating and investigating disciplinary charges lodged against our members. I can't overemphasize that no member should go to any interview without consulting myself or another Executive Board member. Depending on the circumstances, an attorney might be in-order.
Anyone receiving notice regarding interviews and/or investigations concerning I.G., I.D., E.E.O., District Attorney and/or Corporation Counsel should notify me forthwith at 1-917-509-9819.

MESSAGE FROM THE TREASURER
Nicasio A. Velazquez

As we come to the end of another calendar year, I would like to be able to tell you that your investments in your Annuity and 457K have done well, but as we know the volatility of the financial market coupled with the greed of the CEO's of Major Corporations have produced a veritable recession. Major Corporations are going bankrupt and lay-offs abound by the thousands.

The one bright light regarding the losses to our Annuity Fund is the fact that we negotiated lump sum payments of $5,000, effective April 1, 2009, for all ADW, DW and DWIC's who were on active payroll January 3, 2008.

In addition all ADW, DW and DWICs will receive an additional $3,000 lump sum payment into their Individual Annuity Account on July 1, 2010 , provided they were on active pay status on September 1, 2008 .

 

In addition to the above effective July 1, 2010 , the City of New York shall contribute a one time lump sum payment in the amount of $2,690 to the Annuity Fund on behalf of only those DWs who were:

1. In Active Pay Status as of September 1, 2008 .

2. Not at top pay on September 1, 2008 .

Regardless of their actual status on July 1, 2010.

TO SUMMARIZE:

All Members who were in our Association in active status from January 3, 2008 through September 1, 2008 will receive at least $ 8,000 in their Individual Annuity Account.

Those select DWs who were in Active Pay Status from January 3, 2008 through September1, 2008 and NOT AT TOP PAY on September 1, 2008 , will receive a total of $10,690.

Our negotiated Collective Bargaining Agreement mandates; ADWs receive $3.00 a day x 261 for a total of $783.00 dollars a year, in their Annuity Fund; DWs and DWICs receive $5.00 a day x 261 for a total of $1305.00 dollars a year, in their Annuity Fund.


It would take several years to amass the $8,000 and $10, 690 Lump Sum Negotiated Payments. Our Money Managers are closely monitoring the financial market. Our financial portfolio is presently at 60% secure investments and 40% equities.

Lastly the Health & Welfare Fund, which pays your Dental, Eyeglasses, Prescription Drug reimbursement, etc., is invested very prudently. We have accumulated a 16 month funds reserve, which far exceeds the recommended twelve month reserve.

Your Executive Board most recently negotiated new benefits in an attempt to ensure the Health & Welfare of our membership.

Fellow Members

It has been one year since I was elected to the Executive Board of the ADW/DWA.

One of my primary duties as the Secretary of the Association is to coordinate, monitor and enhance the Benefits of our Association.

I have always believed that besides salary and work conditions, the benefits unions provide to the membership are paramount and invaluable in times of economic hardship.

Your Basic Health Plan (i.e., HIP GHI, Aetna ) can be accessed via our Useful Links Section on the website.

Your Union Health & Welfare Fund (AKA Security Benefits Fund) provides Active Members with Dental; Prescription Drug Reimbursement; Vision; Life Insurance; Legal Services plan (House Closing, Wills, etc.); Hospital Income Benefits; Maternity; ambulance; Annuity and recently our newest benefit Body Scan Imagery to detect Cancer and Heart disease in the initial stages for Active and Retired Members.

Upon assuming the post of Secretary, I was directed by the Association President and Vice President to research, solicit and seek proposals for increases in our benefits package. In addition I assumed the committee leadership along with the Treasurer Nick Velezquez and Deputy Warden Representive Brad Averill to accomplish those goals. I am happy to report that Brad , Nick and I were able to increase the Life Insurance Union Benefits to $200,000 and to offer members the option to purchase additional life insurance via payroll deduction. In addition, increases in funding for dental implants, maternity and options to buy Cancer and Accident protection via AFLAC Insurance.

Recently we encompassed HealthPLEX into our dental provider options for Active and Retired Members.

As I enter my second year as Secretary, we will continually monitor what benefits can be improved and what new benefits can be obtained for our membership all in a fiscally prudent manner.

A Message from the Deputy Warden Advocate

With another year coming to an end, and the holiday season upon us, we reflect on the many things we could be thankful and grateful for.

One of those things for me is the hard working Deputy Wardens, Deputy Wardens-in-Command, and Assistant Deputy Wardens who serve this agency with honor, integrity, and the commitment to always giving 100%.

As the Commanding Officer of C.A.R.E., I get to see up front the many hardships, adversities, and hurdles many of our brother and sister Officers and Supervisors go through each and every day.

As I reflect back on the previous year, I am proud of the collective bargaining agreement negotiated for our membership, with the top pay for Deputy Wardens on July 1, 2011 (with holiday " uniform" and longevity) reaching $ 159,000.00 dollars. This coupled with substantial lump sum payments in our annuity, legal, and benefits funds. Most of all, we accomplished the "Special Assignment Differential" for Acting Warden, which will rise to $150.00 dollars a day on June 1, 2010. Our goal is to increase this amount to $ 200.00 dollars a day in the next contract, which equates to $ 1,000.00 dollars a week serving in the capacity as "Acting Warden".
